Superintendent Dr. Charles Foust responds after termination by school board

WILMINGTON, N.C. (WECT) – The New Hanover County Schools Board of Education unanimously voted to terminate Superintendent Dr. Charles Foust’s contract at their meeting on Tuesday, July 2.

Foust said on Tuesday that he was “shocked” when told that his contract was being terminated.

“I am proud of the students and all employees of NHCS. We accomplished so many great things in the last 4 years. I am grateful for how my peers, the state and the community have recognized the diligent work put forth for student academic achievement. I wish NHCS nothing but the best; I know the students will continue to achieve excellence…focus on the focus,” Foust said on Wednesday.

The motion passed 5-0, with Board members Stephanie Kraybill and Josie Barnhart not in attendance. When the board returned from a closed session toward the end of Tuesday night’s meeting, Dr. Foust was not present. Chairman Pete Wildeboer stated the board had discussed two personnel matters during a closed session, and board member Pat Bradford made the motion to terminate the superintendent’s contract. Members Stephanie Walker, Hugh McManus, Bradford, Melissa Mason and Wildeboer all voted ‘Yes’ without discussion.

Bradford cited paragraph 14 of Dr. Foust’s contract in her motion, which states that the board may terminate the contract, but they must pay him the salary he would have earned under the contract for a one year period, at least $225,000. If the board terminates the contract by paying this amount, then he waives his right to appeal the termination.

Dr. Chris Barnes will become the new acting interim superintendent effective immediately. Dr. Barnes was the assistant superintendent of Human Resources.

Foust’s attorney Gary Shipman gave the following statement:

Kraybill said the following when contacted by WECT:

WECT News reached out to all of the board members who voted to fire Dr. Foust for a comment on their vote, but no explanations have been provided at this time.

WECT’s Frances Weller did reach Dr. Foust by phone shortly after the board’s decision. He said his termination was unexpected.
