“CERT is a national program that was initially developed to train citizens so they could help their communities in the aftermath of disaster when first responders were overwhelmed or unavailable. Since then, CERT has continued to grow and evolve, providing the skills for participants to be an active part of their community’s preparedness efforts and emergency response,” a county announcement states.
